二 |          　　会议强调，当前全省消防安全形势虽总体平稳，但受冬春取暖用火用电、企业赶工生产、年底消费需求旺盛等因素影响，进入火灾易发多发期，重大风险、短板问题仍存在。

三 | 各地各部门要坚持人民至上、生命至上，增强责任感紧迫感，查补监管盲区漏洞，消除群众身边安全隐患，加快提升消防本质安全水平。         　　会议要求，要聚焦重点风险、时段、场所、人群，突出消防生命通道、电气焊、建筑保温材料、消防设施等，加强安全监管，特别盯住人员密集场所、多业态场所、特殊敏感场所，坚持问题导向，开展靶向治理，形成责任闭环，有效防大火控小火遏亡人。要持续推进电动自行车全链条整治，加强警示教育，加快以旧换新，规范登记上牌管理。要强化岁末年初安全风险防范，做好排查整治，确保安全稳定。         　　副省长王利波出席会议并讲话。
